I express my deep gratitude to all the people of Azerbaijan for giving me honor in electing me to the Presidential Post of the Republic of Azerbaijan. I’ll do my best to justify your trust, carry out my duties with full sense of responsibility, and continue line of policy set by Heydar Aliyev. Azerbaijan will become a powerful and rich country. I am sure that we will manage to develop all spheres of life in a short term by continuing oil strategy.
IMPLEMENTATION OF MASS PUBLICATION
IN LATIN SCRIPT OF AZERBAIJANI LANGUAGE
In line with a series of reforms carried out in different spheres of life the restoration of Latin script as Azerbaijan alphabet bears historical importance. With the presidential decree dated June 18, 2001 on "Improving the Application of State language" and on "Azerbaijani alphabet and celebration of language day of Azerbaijan" dated August 9, 2001 became an important public and political event and with these decrees transition to Latin script has been fully completed. The latin script has already entered every aspect of daily life. However the mass publication of rich Azerbaijani literal, cultural and scientific works in latin script once being published in Cyrillic remains a priority issue.
Taking into consideration the necessity of mass publication of written works in latin script, once being published in Cyrillic, with a view to increasing care for native language which is one of the main state symbols, propagating rich Azerbaijani literal, cultural, and scientific works and passing it to future generations I hereby decide:
to confirm the list of written works to be published in latin script in 2004 (the list is attached).
to assign Cabinet of Ministers of the Republic of Azerbaijan to allocate funds for the purchase of books republished in Latin script and provide all the main libraries of Azerbaijan Republic and libraries of secondary schools with these books,
to assign Executive Office of President of the Republic of Azerbaijan
to provide the list of written works within one months to be republished in latin script between 2005-2008 with the assistance of Ministry of Education of the Republic of Azerbaijan, Ministry of Culture of the Republic of Azerbaijan, Azerbaijan Union of Writers, and Azerbaijan National Academy of Sciences and submit the list to the President of the Republic of Azerbaijan;
to provide republication of listed books in latin script by developing proper schedule with the assistance of Cabinet of Ministers of the Republic of Azerbaijan and other financial institutions of the republic;
to develop a "virtual library of Azerbaijan literature" in latin script and distribute computerized versions of listed publications through internet with the assistance of relevant institutions of the Republic of Azerbaijan.
This decree becomes effective since the date of signature.
